Summer Learning Enrichment CBO Request For Qualifications/Application

Organizations must meet the following eligibility requirements to apply:  

Seattle Public Schools is seeking to partner with community-based organizations (CBOs) to provide summer learning enrichment programming to elementary aged youth from July 8 – August 1st, 2025, in one or more of the following areas: Science, Technology, Engineering, Arts, or Math that can include exposure to career discovery/exploration.  

The goal of elementary summer learning is to build on the academic and social emotional skills and talent students have developed during the academic year and provide enrichment activities to help deepen their learning, build connections with other SPS students and educators, and have fun. SPS teachers will be providing English Language Arts and Math content in the morning; CBOs selected through this process will provide STEAM based/career discovery enrichment programming in the afternoon. CBOs must provide a minimum of one lead instructor/classroom.

Please note, all organizations must complete a full application regardless of previous approved applications or partnerships with SPS.

Contract amounts will be determined based on the table below, with a pro-rated increase in reimbursement for up to 10 classrooms; organizations may apply to support more than one site. Organizations will be reimbursed for services at the end of program session dates:

SPS Summer Learning: School Day Schedule and Logistics

Key components of the SPS summer model: 

SPS Staffing will include:

  • 1 Summer Learning Assistant Principal/Site Coordinator per school site 
  • 1 lead classroom teacher per classroom for morning academic content 
  • 1 Instructional Assistant (IA)/per class (contingent upon SPS hiring).  IAs will be available for the entire school day as support staff; note that IAs will not lead enrichment classes but will be available to support. 
  • Up to 10 classrooms per site, up to 20 students per class 
  • Transportation and meals (breakfast, lunch and snack) offered to all students by SPS 
  • Enrollment of students completed by SPS Enrollment 
  • Have staff available from 12:30 – 3:00 to assist with transitions from lunch to the start of the activity and during the transition from the end of the activity to pick-up.

Selection Process and Timeline 

SPS will review all applications that meet the eligibility requirements and select organizations based on the best interests of the Summer Learning program and reserves the right to conduct interviews if deemed necessary.  

Evaluation CriteriaPoints
Agree to/answer questions for SPS compliance expectations – Attachment 1- Request for Qualifications: Compliance Expectations and Alignment and Programming. This document will be scored, even if you may have completed this attachment in the past, it will need to be completed again.20 
Describe your experience programming in one or more of the following domains: science, technology, engineering, math, and visual/performing arts and how career exposure or discovery will be incorporated.20
Describes culturally responsive approaches to implementation of programming and strategies to serve multilingual learners.20
Explain your method of approach to provide activities and teaching strategies including methods to support inclusive learning environments for multiple elementary grades, English proficiency levels, and neuro diversity.20 
Explain and confirm how your CBO can provide an appropriate number of staff that have training and at least one year of experience working with elementary-aged, K-4 youth, including how your staff will be involved in professional development and/or family engagement events for up to 8 hours, before or at the start of programming. 10 
Provides contact information for two references.  10
