A. Consent Agenda

  1. Minutes of the May 31, 2023 Board Special Meeting, June 7, 2023 Board Special Meeting, and June 7, 2023 Regular Board Meeting

  3. Approval of 2023-24 Regular Board Meeting Schedule Approval of this item would approve dates for Regular Board Meetings for 2023-24. Immediate action is in the best interest of the district. 
  4. Annual Renewal of the Head Start Grant Approval of this item would authorize the Superintendent to accept federal funding from the U.S. Department of Health and Human Services, Office of Head Start for $5,843,085 for Head Start services for the federal fiscal year 2023-24.  Immediate action is in the best interest of the district
  5. Renewal of Washington Schools Risk Management Pool coverage for fiscal year 2023-2024 Approval of this item would authorize the Superintendent to accept the proposed Washington Schools Risk Management Pool coverage agreement for the 2023-2024 fiscal year and that the expenditure of $7,487,863 in premium contributions to the WSRMP loss funding pool be authorized. Immediate action is in the best interest of the district.
  6. Wi-Fi 6 Upgrades for Elementary and High School Sites Approval of this item would authorize the Superintendent to execute a contract with InterVision up to an amount of $1,354,206, not including sales tax, for wireless installation and equipment as described in this Board Action Report, with any minor additions, deletions, and modifications deemed necessary by the Superintendent to implement the contract. Immediate action is in the best interest of the district. 
  7. 2023-24 City of Seattle Summer Food Service Program Services Agreement Approval of this item would authorize the Superintendent to enter into a project services agreement with the City of Seattle to receive payment of up to $520,500 to provide breakfast, lunch and afternoon snacks for the City of Seattle’s Summer Food Service Program, with any minor additions, deletions, and modifications deemed necessary by the Superintendent to implement the contract. Immediate action is in the best interest of the district.
  8. Authorization to renew the contracts awarded under Bid No. B052181: Commercial Food Products and Supplies Approval of this item wouldauthorize the Superintendent to renew the agreements with US Foods and Sysco Seattle, Inc. to purchase commercial food products and supplies for one additional year, covering the 2023-24 school year, at an estimated total cost of up to $6,060,000 (based on last year’s expenditures and this year’s budget) with any minor additions, deletions and modifications deemed necessary by the Superintendent, and to take any necessary actions to implement the agreement. Immediate action is in the best interest of the district.
  9. Authorization to renew the contracts awarded under RFP 112041: USDA Commodity Foods Processing and Commercial Pricing for Seattle School District Culinary Services Approval of this item would authorize the Superintendent to renew the contracts with Brookwood Farms Inc., ES Foods, JTM Provisions Co. Inc., Land O’Lakes Food Service, S.A. Piazza & Associates, LLC., Schwan’s Food Service, Inc., and Tyson Prepared Foods, Inc. for one additional year, covering Sept. 1, 2023 to Aug. 31, 2024, at a total annual cost not to exceed $1,495,000 for commodity and general food products, with any minor additions, deletions and modifications deemed necessary by the Superintendent to implement the contracts. Immediate action is in the best interest of the district.
  10. Insurance Reimbursement and BEX IV Program Contingency: Award Architectural & Engineering Contract P2076 to Arcadis and Award Emergency Public Works Contracts P5145 to LineScape of Washington and Contract P5144 to Valley Electric for the John Stanford Center for Educational Excellence Emergency Fire Line Repairs project Approval of this item wouldratify the emergency contracts executed by the Superintendent with Arcadis (formerly IBI Group Architects) in the amount of $169,230; LineScape of Washington in the amount of $800,000, plus WSST, and Valley Electric in the amount of $2,200,000, plus WSST, with any minor additions, deletions, modifications and actions deemed necessary by the Superintendent to implement the contracts. Immediate action is in the best interest of the district.
  11. BEX V: Approval of the Constructability Report; Resolution No. 2022/23-17 certifying the Intent to Construct; and Resolution No. 2022/23-18 certifying 5-Year Use / 30-Year Building Life for the John Rogers Elementary School Replacement project Approval of this item would approve the Constructability Report, by LRC Consultants, Inc., dated March 28, 2023, as complete, and approve Resolution Numbers 2022/23-17 and 2022/23-18 for the John Rogers Elementary School Replacement project. Immediate action is in the best interest of the district.
  12. BEX V, Resolution 2022/23-15: Approval of General Contractor/Construction Manager (GC/CM) Project Delivery Method for the Aki Kurose Middle School Modernization and Addition project and Sacajawea Elementary School Replacement project Approval of this item would authorize the Superintendent to utilize the GC/CM alternative project delivery method for the Projects set forth above. This authorizes the selected GC/CM contractor(s) to immediately provide pre-construction services within the approval limits established under Board Policy No. 6220. Approval of this item would also approve Resolution 2022/23-15 certifying that the district intends to comply with RCW 39.10. Immediate action is in the best interest of the district.
  13. BEX V: Approval of General Contractor/Construction Manager (GC/CM) Project Delivery Method; Award GC/CM Contract; and Authorization for Execution of Guaranteed Maximum Price (GMP) Amendment for the Eckstein Middle School Window Replacement project Approval of this item would authorize the Superintendent to utilize the GC/CM alternative project delivery method for the Eckstein Middle School Window Replacement project. This authorizes the selected GC/CM contractor to immediately provide pre-construction services within the approval limits established under Board Policy No. 6220. Approval of this item would authorize the Superintendent to negotiate and execute agreement(s) utilizing AIA Document A133 and AIA Document A201 with the selected GC/CM contractor for preconstruction and construction services related to the project in accordance with RCW 39.10. Approval of this item would further authorize the Superintendent to negotiate and execute amendment(s) utilizing AIA Document A133 – Exhibit A with the selected GC/CM contractor to establish not-to-exceed Guaranteed Maximum Price (GMP) for construction of the project in accordance with RCW 39.10. Multiple amendments may be executed in phases at the discretion of district staff. The final, comprehensive GMP for the project shall be inclusive of the GC/CM contractor’s Specified General Conditions, Negotiated Support Services, the Maximum Allowable Construction Cost (MACC), the MACC Contingency, and the GC/CM fee. The maximum, total GMP authorized for the project is $10,109,000, plus Washington State sales tax (WSST). Immediate action is in the best interest of the district.
  14. BEX V: Approval of Budget Transfer to the West Seattle Elementary School Renovation and Classroom Addition project Approval of this item would approve the transfer in the amount of $1,700,000 from the BEX V Capital Levy Program Contingency to the West Seattle Elementary School Renovation and Addition project budget. Immediate action is in the best interest of the district.
  15. BEX V/BTA V: Approval of Budget Transfers and Authorization for the Superintendent to execute the Guaranteed Maximum Price Amendment for the Rainier Beach High School Replacement project Approval of this item would approve a budget increase of $20,515,000 for the Rainier Beach High School Replacement project revising the overall project budget from $256,326,417 to $276,841,417. Approval of this item would also authorize the Superintendent to execute the Guaranteed Maximum Price (GMP) amendment for contract P5160 with Lydig Construction Inc., in the amount of $206,591,359 plus Washington State sales tax, with any minor additions, deletions, and modifications deemed necessary by the Superintendent. Immediate action is in the best interest of the district.
  16. BEX II/BTA III: Final Acceptance of Contract 2017-089 G (1-1) with Department of Enterprise Services for the Solar Photovoltaic Systems project at six Seattle Public Schools Approval of this item would accept the work performed under Contract 2017-089 G (1-1) with Department of Enterprise Services for the Solar Photovoltaic Systems project at six Seattle Public Schools as final. Immediate action is in the best interest of the district.

17. Approval of Annual Highly Capable Program Plan for 2022-2023 Approval of this item would approve the Highly Capable Program Plan (as attached to the Board Action Report) for submission to OSPI for school year 2022-2023 and that the School Board authorize the Superintendent to apply for the allocation of funds from OSPI.

Selection of School Board Student Members for 2023-24 Approval of this item would select Luna Crone-Baron, Aayush Muthuswamy, and Lola van der Neut as the three School Board Student Members for the 2023-24 school year. Approval of OSPI School Waiver Application Requesting a Waiver from the 180-Day School Year Requirement for Emergency School Closure Approval of this item would approve the Superintendent’s school emergency closure application to OSPI, which requests permission for Seattle Public Schools to not make up one missed school day at Aki Kurose Middle School on May 26, 2023. Immediate action is in the best interest of the district. (Intro and Action)

D. Introduction Items

  1. Amendment and Renaming of Board Policy No. 3201, Disciplinary Appeal Council (renamed “Discipline Appeal Council”), and repeal of Board Procedure 3201BP, Disciplinary Appeal Council Procedure. Approval of this item would amend and rename Board Policy No. 3201, Disciplinary Appeal Council, as attached to the Board Action Report and repeal Board Procedure 3201BP, Disciplinary Appeal Council Procedure. (Updated to reflect correct language and title in BAR 6/14/23)
  2. Transportation Service Standards, 2023-24 Approval of this item would approve the recommended Transportation Service Standards, including Appendix A and Appendix B, which are attached to the Board Action Report, for the 2023-24 school year, and authorize the Superintendent to implement the standards with minor modifications as needed.
  3. Resolution 2022/23-19, Fixing and Adopting the 2023-24 Budget Approval of this item would adopt Resolution 2022/23-19, as attached to the board action report, to fix and adopt the 2023-2024 Budget, the four-year budget plan summary, and the four-year enrollment projections. The Board will be holding a public hearing on the 2023-2024 Recommended Budget following introduction during this meeting. Those wishing to provide testimony on other agenda items or of a general nature should sign up to provide testimony through the process specified above.  

  • In-Person Testimony: Those wishing to provide testimony during the public hearing on the 2023-2024 Recommended Budget may sign up in-person at the hearing at the John Stanford Center for Educational Excellence. In-person testimony will be taken on a first-come, first-serve basis according to the sign-up sheet at the public hearing.
  • Remote Testimony: Testimony will also be accepted remotely by phone from those who sign up in advance to provide remote testimony through the remote testimony sign-up form. Remote testimony will be taken following the conclusion of in-person testimony. Those who are placed on the remote public hearing list may provide their testimony during the hearing by dialing 206-800-4125 and using Conference ID 758 156 909 #.
  • Written comments: Written testimony may also be sent to the School Board at schoolboard@seattleschools.org or by fax to 206-252-0101. Please indicate that the email or fax is providing testimony for the Budget Public Hearing.
