Olympic View PTA Standing Rules (approved October 2008)


1. The name of this PTA local unit shall be “Olympic View PTA (OVPTA)”.  The local unit number is 6.15.280.  The Washington state PTA (WSPAT) chartered it on November 17, 1975.

2. The OVPTA serves the families in the Olympic View Elementary school community and also includes the residences and businesses of the Licton Springs, Maple Leaf and Northgate neighborhoods.

3. The OVPTA is registered with the Secretary of State under the Charitable Solicitations Act.  The registration number is OLV-188-322.  The treasurer is responsible for filing the annual registration prior to November 15.

4. The OVPTA incorporated as a nonprofit corporation in the state of Washington on November 17, 1975.  It was assigned corporation number 601-544-710.  The treasurer is responsible for filing the Annual Corporation Report prior to March 1.  The registered agent for this corporation is the WSPTA.

5. The OVPTA Federal Identification Number is 23-7194120. The State UBI# is: 601544710.

6. The OVPTA was recognized by the IRS as a tax-exempt organization on November 17, 1975, under section 501(c )(3).  The treasurer is responsible for filing IRS Form 990, if that filing is required, prior to November 15 each year.

7. The OVPTA shall keep at least two copies of its legal documents in two separate locations. The secretary shall maintain the documents and notify the Board of Directors as to their locations.

8. The OVPTA membership service fees shall be $10 per person.

9. The students of Olympic View Elementary School shall be considered honorary members of the OVPTA without voice, vote or the privilege of holding office.

10. The nomination committee shall be elected, in accordance with the State PTA Uniform by-laws, at least 30 days prior to the election of officers.

11. The elected officers of the OVPTA shall be president, first vice president, secretary and treasurer.  These elected officers shall constitute the Executive Committee.

12. Two people may hold any elected position jointly.  Only ONE co-position holder shall be entitled to a voice and vote at the Board of Directors’ meetings.  If the position of treasurer is co-position, only one may be a signer on OVPTA accounts and legal documents.  If two members of the same household hold a co-position, only one may be a signer on OVPTA accounts and legal documents.

13. The signatures of at least three elected officials shall be on the authorized signature card(s) for OVPTA bank account(s).  The president, the treasurer and the secretary must sign all signature cards.  All checks/withdrawals shall require two signatures.

14. The Board of Directors shall consist of the elected officers and the following:  staff liaison(s), legislative chair, fundraising chair, Arts Council chair, Science Council chair, and auction committee chair. Any position may be excused form the Board (with the exception of officers) by a majority vote of the Board of Directors; All members of the Board of Directors, as well as other committee chairs, must be members of the OVPTA.  Chairs who are not members of the Board of Directors shall be required to attend certain Board meetings at the request of the president to provide progress reports.  The Board of Directors and ALL chair positions on the OVPTA shall have a vote.  Any member may attend a Board of Directors meeting but shall not have a vote.

15. The OVPTA Board of Directors will meet monthly on a date and time to be determined by the Board prior to the first meeting following the start of school.

16. General membership meetings will be held to adopt the annual budget, approve the standing rules, elect a nominating committee, and elect officers.  Additional meetings may be held at the direction of the Board of Directors.

17. An office/chair shall be considered vacant if that person misses three consecutive meetings unless excused by the president.

18. The OVPTA shall approve its annual operating budget in the spring of each year.

19. One or more Golden Acorn awards may be presented annually to an outstanding volunteer(s).  A committee appointed by the president shall elect the recipient(s).  The Board of Directors shall determine the number of participants.

20. The voting delegates to the Seattle Council PTSA shall be the following:  president, first vice president, second vice president, and secretary.  The alternates shall be the treasurer and legislative chairs.

21. The Board of Directors shall determine the vote of the OVPTA for the position of WSPTA Region Director.

22. The voting delegates to the annual WSPTA convention shall be elected from the following:  Outgoing president, incoming president, outgoing first vice president, incoming first vice president, outgoing second vice president, incoming second vice president, outgoing secretary, incoming secretary, outgoing treasurer, incoming treasurer.  The Board of Directors shall determine who, if any, shall represent the OVPTA as visiting delegates.

23. The voting delegate to the WSPTA Legislative Assembly shall be the legislative chair.  If the legislative chair is not available, the delegate shall be one of the elected officers as determined by the Board of Directors.  The Board of Directors shall determine if a representative will be sent to the Legislative Assembly.

24. All PTA Board Members will be familiar with and review and/or participate in the Proposal Process.
