2009 Building Condition, Seismic, and Educational Adequacy Assessment
In October 2008, Seattle Public Schools (SPS) commissioned MENG Analysis to conduct a comprehensive evaluation of 94 facilities for physical condition, seismic assessment, and 92 schools for educational adequacy assessment. The study was completed in May 2009. Following are brief descriptions of the study and a list of complete reports for each site. The detailed reports can be viewed by clicking the links below.
The facilities condition assessments rendered comprehensive reports on each of the major building systems, per UniFormat Level III system categories. Systems were described and quantitative condition ratings were also ascribed to each building system. Apparent major maintenance and repair deficiencies were also noted for each of the building systems. Major maintenance and repairs were defined as deficiencies with greater than $1,000 in estimated raw materials and labor costs. Furthermore, systems were evaluated for remaining useful life and deficiencies were estimated for systems expected to fail within a ten year period. The facility condition, seismic and educational adequacy assessments were coordinated by MENG Analysis and comprised of senior level facility planners, architectural, engineering, construction and cost estimating specialists with K-12 facility expertise and experience with SPS educational facilities.
The educational adequacy assessment included a review of previous reports and updated school capacity, configuration and environment criteria and each facility's ability to support specific educational programs. School closures were announced in January 2009 and several facilities were to be repurposed. Assessments were revisited to incorporate such facility changes.
This report and its supporting data is intended as a tool for SPS facilities planners, community advisory groups, and district administrators as they make important facility preservation decisions.
