1. PROPERTY LEASING AND SALES

The Seattle Schools leases out portions of operating school buildings, closed buildings, and conducts sales of surplus buildings from time to time. These actions are subject to School Board Policy and Procedure Nos. H02.00, H02.01, E50.00, E51.00, E52.00, E 53.00 and E55.00.

SEATTLE PUBLIC SCHOOLS CLOSED BUILDINGS

The Seattle Schools District (“District”) requests proposals to lease part or all of the following former school sites:  Columbia, T.T. Minor, Van Asselt, Fairmount Park, Mann, Hughes, and Genesee.  The properties are all recently closed school buildings, which are available for rental for terms from three to ten years. The RFP notice, leasing procedures, submission forms, and Basic Site Information for the address, zoning, and term of availability of each property can be reviewed at:

Successful candidates are required to sign a lease with the District. For your information, the standard Lease Forms (consists of Part I and Part II) are included in the pertinent information page. Specific terms may be negotiated.

Memorial Stadium Property

The School Board of Seattle Public Schools will consider a proposal to grant an option to the City of Seattle to purchase the Memorial Stadium (located between Third and Fifth Avenues North between Harrison and Republican Streets) and to long term lease the adjacent parking lot property.  The Stadium property is approximately  274,344 square feet, or _6.298_ acres and includes a sixty year old athletic stadium.  The Parking lot parcel is approximately 116,336 square feet, or 2.67 acres and is paved for public parking.  

A public hearing to receive comment will be held on December 17, 2009 at the John Stanford Center auditorium, 2445 Third Avenue South, at 5:30 PM. The Notice can be view here: Publice Notice of Hearing for Memorial Stadium Property

Martin Luther King School is Available for Lease or Purchase

Update on the status of the Request for Proposals to Purchase or Long Term Lease the former Martin Luther King School:

Four proposals were received on October 15, 2009, from The Bush School, Hamlin Robinson School, First AME Church and the Citizens for a Community Center at MLK. The Dsitrict requested clarification of each proposal, and revised prooposals were submitted on December 1, 2009. Copies of the original proposals (introductory materials only), the requests for clarification and the revised proposals are available at the links below.

Bids, Requests for additional information, Addendums to the bids, and Rebuttal

The School Board will hold a public workshop session on January 6, 2010 at 4 PM in the Stanford Center Auditorium to discuss the proposals.

 

Background

Seattle Public Schools is committed to ensuring a high-quality school for every student – a school where all students meet or exceed grade-level expectations and graduate from high school prepared for college, career and life. We are accountable for using existing resources more effectively to support excellence in the classroom and progress toward academic goals: every student achieving, everyone accountable.

As part of our program to effectively manage resources, we manage all of our closed buildings to minimize cost and maximize revenues. As of July 1, 2009, Seattle Public Schools was the owner of a total of 28 former school sites. These include the following:

Sites under contract to be sold (3): Fauntleroy, Queen Anne Gym, University Heights

Sites under short- and medium-term leases (under 10 years) (5): Cedar Park, North Queen Anne, Rainier View, Sand Point, Webster Building

Sites under long-term lease (over 10 years) (5): Jefferson Square, Lake City, Oak Lake, Interlake (Wallingford Center), West Queen Anne

Closed sites held vacant for use as interim or emergency sites (4): Boren, Lincoln, McDonald, Magnolia

Closed sites currently vacant (10): Columbia, Fairmount Park, Genesee Hill, Hughes, Mann, John Marshall, Old Hay, T.T. Minor, Van Asselt, Viewlands

Closed sites declared surplus and designated for long-term lease or sale (1): Martin Luther King

In June 2009 the former Crown Hill Elementary School was purchased by the Small Faces Day Care for $1.3 million.

Martin Luther King Site

The School Board declared the former Martin Luther King school surplus in 2007. The City of Seattle's Department of Neighborhoods convened a School Use Advisory Committee (SUAC). The SUAC’s recommendations for use of the property were approved in May 2009. Approved uses now include churches, schools, day cares, community centers and other activities.

The District solicited proposals from interested firms, non-profits, and governmental agencies to either purchase or long-term lease the property. Four proposals were received, and they are currently being evaluated. Please see Update above.

If the School Board declares any other properties as surplus, a similar process will be used to sell or long-term lease the site.

Recent Sales

In spring 2008, the District entered into a contract to sell the Queen Anne Gym property. This sale is projected to close during 2010.

In June 2007, the School Board declared the Allen, Crown Hill, Fauntleroy, University Heights, and Webster sites to be surplus to the District’s needs. The District has negotiated sales of the first four sites to the long-time tenant of each site and sales have been completed for the Allen and Crown Hill sites and the playground portion of the Webster site. The District expects to complete sales for all these properties (except the Webster school building) during 2009. The Webster building is rented to the Nordic Heritage Museum through June 30, 2015.

Short- and Medium-Term Leases

Closed school buildings that are not declared surplus by the School Board may be leased out for short and medium terms, up to 10 years. At this time, the District has leased out the Cedar Park, North Queen Anne, Rainier View, and Sand Point sites on lease terms up to 10 years. The lease of the Sand Point site was not renewed by the North Seattle Community College and on July 1, 2009 the District took over management of the building. The current sub-tenants will remain. Future action on this site will be considered as part of the Capacity Planning study described above.

Long-Term Leases

Sites that have been declared surplus by the School Board may be leased on a long-term basis or sold. Current long-term leases (in excess of 50 years) are in effect for the Interlake (Wallingford Center), Jefferson Square, Lake City, Oak Lake, and West Queen Anne sites.

The Seattle Schools leases out portions of operating school buildings for child care and related programs which directly support the school program. Other types of programs or activities approved by School Board policies can also lease space in operating schools.
